Recently, our Chairman, Professor Shi Yuanyuan, was invited to attend a legislative consultation meeting on the regulations for promoting the cell and gene therapy industry in the Xiamen Special Economic Zone. The meeting was attended by government leaders including Cao Weimin, Deputy Director of the Xiamen Municipal Science and Technology Bureau; Zhuang Ruzhen, Director of the Social Science and Technology Department; and Lin Qi, Deputy Director of the Department, as well as representatives from enterprises and experts. As the leader of the expert group, Professor Shi Yuanyuan put forward important recommendations during the meeting.
At the meeting, leaders from the Xiamen Municipal Science and Technology Bureau provided a detailed introduction to the legislative project. Entrusted by the Xiamen Municipal People's Congress, the Science and Technology Bureau served as the drafting and coordinating unit for the initial legislative proposal and highlighted the current issues at hand. Participating experts engaged in active discussions around the draft regulations for promoting the cell and gene therapy industry.
In his remarks, Professor Shi Yuanyuan emphasized that the fundamental purpose of legislation is to promote industrial development, underscoring the critical importance of the core concept of "promoting industry." He pointed out that the regulatory framework should appropriately "leave room" to allow for innovation and flexible development without violating regulations. At the same time, he stressed that while promoting open innovation, "strict supervision" must be implemented to ensure the quality and compliance of cell therapy, drawing clear red lines for the sound development of the industry.
Participants agreed that clarifying objectives is the foundation for discussion and decision-making, and also emphasized the importance of drawing on successful precedents, calling for greater attention to research efforts. Legislative experiences from other regions across the country can provide valuable references for the development of Xiamen's cell industry. Professor Shi Yuanyuan expressed hope that in the process of technological advancement and policy formulation, the original intention should always be remembered, with a focus on how to genuinely benefit patients and society.
This meeting made a valuable exploration for the healthy development of the cell and gene therapy industry in the Xiamen Special Economic Zone. It is anticipated that under the guidance of the regulations, new vitality will be injected into the development of the cell and gene therapy industry.
